The current business of telecom operators in their provinces exist some different characters. More importantly, the personalized service cannot be standardized. The reason is as following that the provincial system version is not unified and has been built by the chimney system. In addition, the same business capacity among provinces cannot be replicated and reused quickly, which results in the waste of resources and costs. Therefore, it is hoped to create a core baseline version, and form a centralized multi-tenant business center oriented to the whole network center by sorting out and settling multi-province businesses and providing personalized extension capabilities to tenants.
