The 2025 Global Data Ecosystem Conference was grandly held in Shanghai from November 25 to 26. Gong Zheng (Deputy Secretary of Shanghai Municipal Party Committee and Mayor) attended the event and declared the conference open. Liu Liehong (Party Group Secretary and Director of the National Data Administration) and Zhang Yahong (Deputy Mayor of Shanghai) attended the event and delivered speeches. The conference attracted over 400 data element providers for participation. AsiaInfo Technologies hosted the "Digital Intelligence Technologies Empowering Industry Transformation" forum, gathering leaders from national ministries and Shanghai municipal departments as well as experts and corporate representatives from Tongji University, Shanghai Big Data, China Mobile Zhejiang, iDigital, Alibaba Cloud and Tencent Cloud to discuss how digital intelligence technologies can empower enterprise transformation and industry development.

Liu Yingfeng (Chief Engineer of the Shanghai Data Bureau) attended the forum. Zhang Xiangfei (Deputy Director of the Shanghai Big Data Center), Yao Zhen (Vice President of Shanghai Big Data) and Liu Chengkun (Vice President of AsiaInfo Technologies) delivered speeches at the forum.

Zhang Xiangfei stated that Shanghai, as a pioneer in national data element market allocation, is committed to leveraging institutional innovation to break the impasse and technological innovation for empowerment, with the aim of building a multi-tiered data element market system. As the core hub in the urban data domain, the Shanghai Big Data Center has achieved remarkable results in data operation. As a core partner of the Shanghai Big Data Center, AsiaInfo Technologies has been deeply involved in the development and utilization of Shanghai's urban data. In the future, we will gradually step into the deep-water zone of data element development & utilization and market allocation. Therefore, it is hoped that both parties will jointly establish a data security line of defense, expand data application scenarios, and build a data ecosystem.

Luo Song (Director of the Digital Technology and Infrastructure Research Department at the National Data Development Research Institute, and Professor-Level Senior Engineer) delivered a special presentation titled "Advancing Data Infrastructure Construction and Accelerating the Industry's Digital Transformation". He interpreted macro-level policies, analyzed the industry's current status and development trends, clearly explained the necessity of building data infrastructure and accelerating the industry's digital intelligence transformation, and provided precise directional guidance for all parties involved in the digital intelligence industry.
Yang Kai (Tenured Professor of Tongji University and Deputy Director of the Network Special Committee at the Shanghai Computer Society) delivered a keynote speech titled "RGA-Empowered Industry Large Models: Business Scenario-Driven Intelligent Agents for Precise Knowledge Generation". He demonstrated how to reshape industry intelligence using scenario information and empower industry development using industry large models, fully showcasing the value of universities as a vital source of theoretical innovation.
Dr. Ouyang Ye (CTO and SVP of AsiaInfo Technologies, IEEE Fellow) delivered a keynote presentation titled "AI-Native Evolution Road". He elaborated on the key pathway to build AI-native software: Establishing a unified cognitive framework through data semantization, achieving logical mapping of business processes and models through business ontologization, and building intelligent applications driven by both external environment and internal requirements through application agentification. He systematically elucidated how to transcend traditional data application modes by constructing AI-understandable semantics and ontologies, thereby transforming dormant data assets into AI-native core drive engines. By combining with practical cases from AsiaInfo Technologies' efforts in empowering industry customers for digital intelligence transformation, he provided clear guidance with theoretical depth and practical value for the industry's high-quality development.

Li Chao (President of iDigital Research Institute) elaborated on the reverse driving effect of data transactions on digitalization based on the practical experience in industry research and strategic formulation. He stated that data transactions cannot be divorced from robust data infrastructure and clear trading rules.
